water is more heavier than ice because this change of state is an exception. Here, all substances when cooled contracts and the density of the substance becomes more. But when water is cooled then ice is formed whose density is less than density of water.
Water's Density(at 4 degree celcius) = 1.00 g/cm3
Ice Density = 0.92 g/cm3
