If a TESTER finds a defect in a WEB APPLICATION, and then
raised a ticket to developer. But a developer was unable to
reproduce the same defect, then what a tester must do. And
what a tester needs to explain a developer...?

Tester, needs to check the application on other system. Because the current situation may appear due to system specification issue. He needs to make more builds for the application.
Also explain to the developer about his finding (steps to reproduce the bug, enviousness he is using for running the application, test report (bug id, test case id, steps and description))
