What is the difference between Developer and programmer?

A Programmer is usually an expert in creating syntactically correct statements in a programming language. He / she needs a design / pseudocode to start work. In other words, a Programmer converts a requirement into a function / procedure. Let us assume that a Church is being constructed. A Programmer equivalent person is a carpenter who fixes the windows. He / she would not worry about the big picture.
A developer on the other hand comes with the tinge of converting a requirement into a design, having knowledge about the big picture. He / she has to worry about integration, impacts a function may create, calling procedure, called procedure etc. The Developer may / may not program depending upon the organizational structure.
To quote another example, the difference is between the Architect and the Construction team worker.
In short, Developer role is bigger and important than the Programmer.
