TRAINING SPECIALLY PROVIDE FOR DOMAIN SPECIFIC , BUT DEVELOPMENT CAN NOT. TRAINING ENHANCEMENT OF CAPABILITY , BUT DEVELOPMENT SPECIFICALLY SKILL DEVELOPMENT.
