why we are not using the unit joule for torque instead of N-m.

Joule is also the N-m but it is related to energy (work and
heat)and given the name after Joule. Whereas torque is the
tendency of a fore to rotate a member about an axis or
center at a perpendicular distance from the point of
application of force to the axis. It is force * arm length.
So it is evident to call Nm.
