8:3 encoder has 8 input lines and 3 output lines.Each input lines influencing all the output lines basically its corresponding binary format. If there are selection lines it is a multiplexer; not an encoder.
3:8 decoder has 3 input lines and 8 output lines with each output representing one of minterms of 3 inputs. its just the reverse of encoder.
