sales order and billing? Will the billing document generated?

payer is one of the important function When creating
company code. ex:
Bill to party
ship to party
payer
Billing
Accounting groups
Without payer Billing document is not created. As per
company spl rule for spl product . We can generate as
SAMPLE without PAYER

Issue: the problem faced by us right now is,when there are more than 2 route codes available, users can select a wrong route code which is a longer route for the destination, the physical shipment can still go through a shorter route, but company will end up in paying more.
