why we measure water in liters and oil in kgs?

your answer: density.
density = mass / volume.
as volume can change with temprature, its better to measure
oil in kgs instead of lts.
water, milk etc exhibit very little change to temprature
variation unlike oil/ghee so its ok to measure them in lts
