why single core HT cable need only one side earthing?

If we do shielding of cable on both ends then shielding will
become the conductive path for earthing and much more
current will pass from the shielding may be more than the
capacity of the shielding could damage the shielding, and
may introduce additional electromagnetic interference in the
cable
