when the permissible stress is less than the maximum permissible value then it is said to be under reinforced section/beam.
when the permissible stress is grater than the maximum permissible value then it is said to be over reinforced section/beam.
when the permissible stress is equal to the maximum permissible value then it is said to be balanced reinforced section/beam.
