Why do not use fly ash bricks for waterproofing.

We canot use flyash bricks in water proofing work because
basically fly ash is a inert material. so it will not carry
any shape without mixing with cement. secondly if we let
use some pecentage of cement with fly as to make bricks,
Then such bricks will be totaly impermeable that means it's
absorption capacity will be too less then it will not
absorbed the imerse water. Then the unfortunately imerse
water instead of absorbed by bricks it will reach to
concrete layer, which may create sepage.
