The basic difference between Operations and Project Management is Operations is ongoing where a project has a definite start and a definite end.
Someone wants to move from Operations to PM
1) May be for more challenge.
2) May be that person from the operations might know the stakeholders and can effectively identify their power,influence and risks to control the project effectively.
Besides he might be already aware of the technical details and the company process.
