Typically 0 to 5 VAC, but only if you are using supply from
the same source whose star point is earthed.
If a isolation transformer or online UPS is being used,
then the voltage would be 50% of supply voltage (e.g. if
your supply is 110VAC then voltage benween phase & earth
and neutral & earth would be 55VAC).
