i want to block delievery block for a certain delivery and
billing automatically how to achieve this in customising

you can set delivery block at sales document header or set
it at schedule line category. Setting at schedule line
catergory will be item category specific. For allowing
billing of this material set "Billing relevent" field in
item category as "Order related".
