who will prepare Functional requirements specification(FRS)

Generally most of them thinks that FRS is prepared by
business analyst who is from client/customer. Well,
document that is recieved from client/customer is business
requirement specification (BRS) which is high level
requirement document. This BRS is used by the business
analysts in the company (who is not from client/customer)
to prepare FRS which is a low level requirement document
containing elaborations of requirement so that development
and testing team can understand what to develop and what
test cases to be written.
