A normal action is created thru "Set Up Personnel Actions", defining an Infogroup. However, in certain situations, infotypes other than the ones included in the Infogroup also need to be fired, based on meeting of certain conditions. In such cases, a dynamic action is created.
For example, let us say that the Hiring action includes an IG comprising of IT0001, IT0002, IT0006 & IT008. This action applies to all PA/PSA other than one PA/PSA. Let us say, for Bangalore PA, the Hiring action should also include IT0021 or IT0022. (This infotype should be visible ONLY for Bangalore PA). In such cases, a dynamic action is created. This dynamic action is code snippet, which checks every time the Hiring action is executed. It checks the condition "Is the PA Bangalore?". If yes, then the Dynamic action executes and the users can enter the details of IT0021/IT0022. If no, then these infotypes are not visible at all.
