According to my observation surge arresters are desined
with insulation out side of it because of high voltage but
light arrester will have only one spike with out
insulation,both are used for discharging high voltages but
their design is different.

if there is nutral in phase why we use earthing wire and grounding? even at fault condition the fault current flows to neutral (it is a lower path)
