pi*d*n is the speed of pulley not the belt. this would have
been the speed of belt if the belt were wrapped whole
around the pulley. There is partial belt contact over
pulley and i.e. how the angle of lap is defined.
so the length of belt over the pulley(i.e. the part of the
belt which makes contact with pulley)= y=
(radius of plley*angle of lap)
so the speed of belt= Y*rpm
snd remember angle of lap is different for two pullies,
hence rpm should be taken for that pulley for whcih the
factor Y was found.
