normally Voltage Transformers are designed on the basis of
insulation grading to minimise the cost.
(i.e Voltage level decreses towards neutral, So while
designing, Insulation level will decrease when going
towards neutral )
So, transformer nuetral must be at earth to keep it at zero
potential and to avoid any flashover under fault conditions.

My question is this: Why do they allow for different filtering arrangements on these wave traps?
