What is the difference between Rectifier & Converter?

Rectifier means to change AC voltage into a fixed DC
voltage (240vac into 48vdc). Converter means to change the
AC voltage level into another level of the same AC voltage
(120vac to 240, or 240vac to 120vac)

why r we using shell transformer for low voltage
take 100kva DTR( delta/wye ), what ll happen if we connect 11kv to LT side instead of connecting to HT side? will the DTR behave as a step up transformer or something else????
