it is because torque is refered to the effect of force
acting at a perpendicular distance of 1 meter from the point
of application( shaft etc). so unit is used as Nm . where as
joule is unit foe energy/work i. e. workdone by a force to
move a body by a meter. dimensionally both are same but
different units helps to distinguish between work and torque
