why do we do customization at the time of initial download?

The question here can be framed in a bit different format. Why do we set filter condition for initial download. If this is correct then we can say that in order to transfer selective data from SAP ECC System, we can set various filter criteria. This will help in download of various kinds of data like Customization, Condition, Master and Transactional Data.
Whenever a new SAP CRM system is setup, all the data from the SAP ECC system is transfered initially. This includes transfer of Customization data, Condition Data followed by Master data and at the end Transactional Data.
