if it is a perfect[ideal] earthing, voltage between earth to
neutral should be 0V.but ideal earthing is not possible and
for an excellent earthing[ resistance is bellow 1ohm]
voltage should be in mV. Generally in industries they
maintains bellow 0.5V
Note: Earth to neutral voltage will be various continuously
while measuring.
