if using spfile:
startup mount;
alter system set resource_manager_plan='' ;
alter database open;

if using pfile:
comment out line with resource plan.
startup;

when i ran any workflow or session, getting below error: seesion task instance[s_xxx]: Execution terminated unexpecterdly
