A 11000/415V distribution transformer is fed 415V upon it's LT
side,Do I get 11000V upon it's Primary side ?

it means u want to use step down t/f as stepup t/f .
thereticaly there shall be 11000 volts when applied 415
volts to secondary side ( lv) . but practically it would
not be .it would be lesser b cause of losses.
