The principal difference between a voltage transformer and
potential transformer is its purpose. In general, a
voltage transformer is used to deliver power. A potential
transformer is used to provide a signal voltage to a meter
or protective relay. Potential transformers almost always
have a primary to secondary voltage ratio to step down a
higher voltage to 120 Vac. Thus, the deviation of its
secondary voltage from 120 Vac signals a deviation of the
higher voltage from its normal value.
