Why should The rating of 11 kV DO Fuse is in mulyiple of
hundred(200 Amp. 40 Amp, etc) Ampere wheareses the its
fuse elemnt has rating in just few Amp (< 12 Amp)? ( Is it
jusy beacuse of factor of safty).

That is the max rating of fuse, allowed.
