The answer is 22.
Let's focus on the first 12 hours. In the first 12 hours,
the minute hand makes 12 laps around clock (obviously).
However, there's no intersection between 12:00 and 1:00
since the minute hand is faster than the hour hand. So
there's no intersection on first lap. That means in 12 hours
you have 11 intersections. Or 22 intersections in 24 hours.
For mathematically inclined, the exact formula for when the
intersection occurs is this (I ignore seconds here)
M = 60/11H
So the times are
1:05
2:11
3:16
4:22
5:27
6:33
7:38
8:44
9:49
10:55
12:00
