well that totally depends upon your requirement.
i.e if only power is your requirment than the Gas turbine
in closed cycle with the HSRG will give you power with less
cost per unit than the steam turbine plant.
but if your primary requirement is steam and secondary is
power than, Steam turbines are choosed. because steam
turbines are provided with certain extractions(for Eg.a 15
MW back pressure turbine with inlet steam of 105 ata
pressure may have extraction of 14 ata, 10 ata and back
pressure of 05 ata) from which you can extract steam at
perticular pressure and supply it for process work(i.e.
steam is required in many process plants). also in back
pressure steam turbines, the left steam at the end of the
turbine after expansion in turbine is also supplied for the
process work also the turbine produces power. This concept
is called Co-generation. i.e. Power is produced along with
Process Steam.
This is the reason that Steam turbines are prefered in
power plant in chemical industries.
