As mentioned in the KB 273479 , PF refferal is a
functionality that allows Mapi & non mapi clients to access
public folders in remote exchange groups , through
connectors .
Disabling the public folder refferral can be done from
exchange system manager :
Expand First Administrative Group >Servers>Routing
Groups>First Routing Group >Right click on server name
below connectors> Put a check on Disallow public folder
refferrals .
When a client makes a request to public folders a call is
made to the information store which lists out all the
public folders that have the copy of the requested public
folder , the store then makes a call to the routing service
which returns the cost of the connector associated with
the route for the public folder .
