If we do not use minimum content of cement say for example
of M20 concrete; then it will not serve the purpose ie to
achieve comp.strength desired/intended for;
Hence min req. is the lower limit of material content.
Like minimum calory req. by our body to sustain life;
regardless of age, type of work, etc.
