Skin Effect only applicable to Alternating current.
The Alternating current concentration is High in the surface of the conductor and More while it gradually decreasing towards the center of the conductor.. may be zero value in center.The acceleration of electric charge produce electromagnetic radiation which cancels the current towards center.
