ok, so Lucy here offered you a right answer but to a
middle-school level...

Thermal energy is defined as the amount of energy related to
the molecular movement of matter.
Thermal energy is proportional to heat whereas heat is
related to larger amounts of matter. These two can be
related using Heat Capacity.
When you discuss Kelvin's "absolute cero", you have to
consider that the reference is water in its triple point. In
other words, where water coexist in its solid, liquid and
gaseous phases. And although molecular movement cannot be
CERO for relativistic principles, it's nearly CERO!!!
So this is what thermal energy is all about, molecular
movement and therefore, molecular kinetic energy.
