Why is it that SMS/MO recieves a sent and delivered
acknowledgement but MT is not recieving the message?

The above situation is simple. The user1(referred here as MO
- Mobile Originated) sends a message, he gets a "message
sent" acknowledgment if the network allows him to to send
SMS's. He also receives a "delivery report" if the
user2(referred here as MT - Mobile Terminated) successfully
receives the message from the network.
Now, since only the sender of the message (user 1 'known as
MO') needs to know the status of the message (SMS), the
user2 (MT) does not receive the "sent and delivered"
acknowledgment from the network.
This supports further reasoning being:
-The acknowledgments are sent to MO so that it can inform
the user if or not the SMS is transferred through the
network, and if not, the MS(Mobile Station also known as the
Mobile Phone) should be able to ask the user to RETRY.
