Both Sanity testing and Somke Tesing done by the Testers.
Sanity Testing:
---------------
It is done in the developer machine, tester will test the
important functionality (sampling). And tester will give
the observation or feedback to the developer. In sanity
testing tester will not raise the defect, just they inform
to the developer. This is also called as informal process.
Smoke Testing:
--------------
It is done in the testers machine or testers environment.
In the smoke tesing if they found any defect, they fix the
bug in the bug tracking tool or they raise the defect. This
is also called as formal process
