VAT is determined based on the rule(Blank, A, B) assigned to
Sales Organization
1.Blank
a.if PY has VAT and a different SP then from PY
if a doesn't apply
b.if SH has VAT and SP has no VAT then from SH
if b doesn't apply
c. from SP
2. A From SP
3. B From PY
