this is version control tool. this is just like repositary
where we maintain all documents like testplan,testcase,
requirements.this is mainly used in configuration
management.
checkout is the process of transfering the document from
vss database to local folder.in vss database we cant modify
the document directly.
checkin is the reverse process of checkout. this is moving
the document from local folder to vss database.
