If i had 400 computers set in a site how many VLAN i should
configure so that i can share a proper bandwith,and also i
had two lease line connection of 2Mbps each,

As you are asking in that case this is an important that all
the pc should be same AD.Due to security reason all the pc
are separated 5 vlan with same ad domain.So this is final
solution that create 5 AD sites for each domain controller
on each vlan.
