1) Althogh the question is not fully clear,I try to answer
it according to my understanding. The neutral wire is used
as return path with a phase wire to complete the circuit ,
whereas, the ground wire is basically meant for protection
against faults. Although, both these wires are joined
together at the distribution T/F and hence, the ground wire
can also work as neutral wire(of course, in a poor manner)
but in that case the return current flows through the
earth wire which is generally a bare steel wire and it
gets heated and melts the PVC insulation of the
neighbouring wire, ultimately leading to a short circuit.
2)The amount of current depends upon the load (Wattage) of
the appliance connected to the supply.
