what is the clashes between the sebi & irda

Unit Linked Insurance Product(ULIP)'s most part is invested
in share market by insurance company,irda is the regulation
authory of insurance companies and sebi is the regulating
authory of share market. though, the product(ulip)is
entering in share market, so, sebi getting problem. and
sebi ordered that companies who selling ulip, to registered
their products under sebi. But IRDA do'nt agree with sebi,
and he says ulip is insurance product so, it comes under
our area.
