1)Line & Neutral=240V Line & Earth=230V Neutral & Earth=10V
2)Line & Neutral=230V Line & Earth=240V Neutral & Earth=10V

I am not sure, but this is what I can understand from the
condition given below:
For case 1:The neutral - earth path which should be at 0
potential under normal operating condition is at 10 Volts.I
think the system is facing unbalanced condition i.e a
condition called as 'Neutral Shifting'.So the unbalanced
current will flow from Neutral to earth.the earthing has to
be proper so that personal and the equipment will be safe.
For case 2:The earth is at a higher potential when compared
to the neutral.hence it may cause 'reverse feeding' or 'back
feeding' of the current from earth towards the neutral.An
equally dangerous condition.
