At which time Synchronous generator act as a Synchronous
Condenser?

Suppose a synchronous generator is synchronized with the
grid. This generator will work as synchronous condenser if we
over excite the rotor i.e the generator will supply reactive
power also to the grid. If we dont require the generator to
supply active power, the steam in put(for Thermal machines)or
water input (hydro generators) can be stopped. The machine
will continue running as synchronous condenser mode supplying
reactive power but consuming some active power, from the grid,
required for the rotation of the machine.

I have a relay contact rated at 220v dc which is supplied with a 24vdc from the panel,for it to trip the dampers(24vdc).What if the application of the relay changes so that it should work at its rated 220vdc then will it work at 24vdc supply given or any other consideration needs to be taken .....
