what is phase angle ? and also tells me why my phase-phase
voltages are 390 rather then my single phase voltages are
221 and 223 respectivly?

Phase angle this the angle that separate each of the line
voltages in a three phase system; normally for a 3P balance
system each of the line voltages are separated 120 degree.
If Phase voltage is 220 volts,
Phase to phase voltage is 1.732*220 = 380 volts
