Why capacitor bank is not neccessery to switch on,pls answ

capacitor is static device which can store the energy in
the form of eletric field, Q=CV. We can switch on and off
the capacitor bank depends on the load. Normally capacitors
in the industries are dependent on power factor.
from power equation p=1.732vicosphi.
