All the background jobs are in released state and there is
a delay time
and the background work processes are in wait status. What
could be the
reason why the jobs are not in ready or active state and
the solution?

There are two things to check. One, do you have more
background jobs running than you have background processes
that can handle them? Two, if you have enough background
processes to handle the load, are they configured to only
run a certain Class of background job? Background processes
Classed for A will not run Class C jobs. You need to check
both.
