in uk properties that are fed by underground suppliers,
the earth is bonded to the neutral at the supply point, the
neutral coming from the star point of the transfomer is
also earthed hence the earth is at the same potential as the
neutral. the system is called protective multiple earthing,
so no earth rods are used.
