How a router can be configured permanently to permit a
specific network from 1 Am to 7AM and deny rest of all times

If it is cisco router
we can defined by setting
time-range command,
crating the IP ACCESS_LIST with deny statement & specified
time-range .
and applying the
ACCESS LIST to the out-bound interface of router
