The Cv is actualy the Flow Coefficient of control valves.
It actually measures the friction experienced by a fluid as
it moves through some pipe / valve. The standard definition
of Cv is:
"the flow of water through a valve at 60 oF in US
gallon/minute at a pressure drop of 1 lb/in2."
