yes,SMPS can work in a DC supply ----
simple conv. function with AC supply in SMPS

AC--step down to AC---rectified to DC---further step down
to required DC---filtered---o/p

now conversion procedure with DC supply in SMPS

DC---with the help of chopper converted to required DC---
filtered---o/p
