Most utility companies imposed power factor penalty on
commercial & industrial customers if power factor is lower
than certain value, say 0.85. Without such penalties, the
utilities would incur higher cost in delivering power to
customers with low power factor. Active power (kW) get work
done while reactive power (kVAr) just wasted away.
